The following information comprises the agenda for the regular meeting of the Banning City Council, a joint meeting of the City Council and Banning Utility Authority, and the Banning City Council sitting in its capacity as the Banning Successor Agency Board.
Per City Council Resolution 2016-44, matters taken up by the Council before 10 p.m. may be concluded, but no new matters shall be taken up except upon a unanimous vote of the council members present and voting. Such an extension shall only be valid for one hour and each hour thereafter shall require a renewed action for the meeting to continue.

Approval of the Meeting Minutes for the March 26, 2024 City Council Meetings

Approve the minutes of the March 26, 2024 City Council Meetings.

6.2

Second Reading and Adoption of Ordinance 1602, Amending Section 3.36.020 (Definition) and Table C (Parks and Recreation Services) of Section 3.36.080 (Schedule of Fees and Service Charges) of Chapter 3.36 (Fee and Service Charge Revenue / Cost comparison of Title 3 (Finance and Revenue) of the Banning Municipal Code to define Direct Variable Program Costs and amend the cost recovery percentage of certain Parks and Recreation Program areas; and making a Determination of Exemption from the California Environmental Quality Act

 
Recommendation:

Conduct the second reading of and adopt Ordinance 1602.

Consideration of Resolution 2024-53, Authorizing the City Manager to Enter into a 2-Year Lease Agreement with Carlos Trejo through Haskell Real Estate for Homeless Transitional Housing Located at 467 E. Hoffer Street

Consideration of Resolution 2024-55, Approving the Measure “A” Five Year Capital Improvement Plan Project List and Authorizing the City Manager to Execute A Maintenance of Effort Certification Statement

Consideration of Resolution 2024-57, Authorizing the Closure and Transfer of Fund 690 - Refuse Fund to Fund 001 - General Fund and to Classify $3,825,000 as Assigned Fund Balance that will be Amortized into Unassigned Fund Balance Evenly Over the Next 17 Years

Consideration of Introduction and First Reading of Ordinance 1603, Adding a New Chapter 9.09 to Title 9 (Public Peace, Morals and Welfare) of the Banning Municipal Code to provide for regulations governing camping and related activities within the City of Banning, and making a determination of exemption from the California Environmental Quality Act

 
Recommendation:

Conduct the first reading of, and introduce Ordinance 1603, as read by title only.

Consideration of Resolution 2024-54, Approving Amendment No. 2 to the Professional Services Agreement with Engineering Resources of Southern California to Increase the Total Compensation by $900,000 and to Extend the Term of the Agreement through June 30, 2025 for Plan Check, Inspections and Related Administrative Services

Consideration of Resolution 2024-56, Amending the Classification & Compensation Plan for the City of Banning to Reclassify the Utility Services Assistant, Office Specialist, and Accounting Specialist Positions and Keep the Office Specialist Position Funded
